National President Dougan Signs Partnership Agreement with NAVSEA Brass; Establishes Labor-Management Relations Council

Monday, NFFE National President
William R. Dougan signed a partnership
agreement establishing the Naval Sea Systems
Command (NAVSEA) Labor-Management Council. The
signing ceremony and initial meeting represents
an opportunity for all participants to come to
a consensus on the goals and opportunities
created by the contract.
The
Council provides guidance and support for
collaborative labor-management relations
throughout the Command. It champions changes
and workplace improvements to enhance NAVSEA’s
ability to efficiently and effectively sustain
the current fleet, build an affordable future
fleet, and enable our workforce.
Workplace improvements will be concurrent
with 5 USC Chapter 71 to increase NAVSEA’s
undertaking of developing and maintaining ships
systems, working to promote the hiring of
wounded warriors and veterans while navigating
the transition of employees out of NSPS,
and maintaining a safe and secure workplace.
“This
Council speaks very loudly to the principles of
collaboration,” said Dougan. “To maintain the
most empowered and productive workforce is the
reason we are here at this table. The council
makes us stronger by bringing a diversity of
experiences that helps us to make better
decisions for our country.”
The
critical topics under consideration in the
Council are the recruitment, development, and
retention of a high-performing, mission-focused
workforce. The relationship between labor and
NAVSEA will help pave the way for keeping
American’s Navy the strongest in the
world.
