Background Info
In Spring 2022, a group of conservative extremists and political operatives met to draft a radical blueprint for government political corruption, Project 2025, designed to serve as an electoral transition policy guidance document for a new administration following a presumed November 2024 GOP victory. The blueprint is also known as a “Mandate for Leadership: The Conservative Promise.” It was released by the Heritage Foundation in April 2023. It is backed by 100 advisory coalition partners of far-right groups and fake political organizations funded by billionaires.
Project 2025 is a 927-page policy blueprint divided into 30 chapters, each covering a department of the federal government. The goal is to “destroy the Administrative State.” Each chapter offers detailed proposals for radically restructuring a specific federal department and assuring that political loyalists step into key positions of power on “Day One” of a new Republican administration. Project 2025 includes a 180-day playbook with specific steps for implementing proposed reforms starting with a prepared stack of Executive Orders the new president will sign upon taking power on January 20, 2025.
For Project 2025 to be successful, it relies upon a scheme to hire unlimited political appointees without expiration dates to fulfill the mission of Project 2025. Known as Schedule F, this scheme also allows for the transferring of apolitical civil service employees into Schedule F where they will no longer have access to protection from corruption, political overreach, or abuse of power. Through Schedule F, a president and political loyalists will have full control of the Executive Branch for personal and political gain. Without civil service protections, federal employees will be powerless to stop them.

- Contact the Democratic and Republican cosponsors of the Saving the Civil Service Act ( S.399 / HR. 1002) to pass this bill to outlaw Schedule F. Ask others to do the same.

- Consider organizing public and community meetings or a local Town Hall to discuss Project 2025 and the threat of Schedule F. If you are a faith leader, consider discussing this important topic with your community.
- Inform others about Project 2025’s threat to our economy, including local officials and media. Share this information with global civil society and government leaders and community groups to warn them about its myriad threats to our shared global economy.
