NFFE Denounces Attacks on Civil Service in Senate Budget Reconciliation Bill

Washington, D.C. – Today, National Federation of Federal Employees (NFFE-IAM) urges the Senate to reject the Senate Homeland Security and Governmental Affairs Committee (HSGAC) budget reconciliation draft, released on Friday by Sen. Rand Paul (R-KY). The package includes several provisions which aim to undermine the civil service and existing federal laws:

  • New federal hires are required to contribute 9.4% of basic pay to FERS to be at-will employees, or 14.4% to keep civil service protections, with an additional 5% to have union dues deducted from pay.
  • Federal employees are required to pay a $405 fee to make a claim or appeal with the Merit Systems Protection Board.
  • Unions are required to pay wages for employees conducting union business.
  • Unions will be taxed 10% on dues payments received via federal payroll.
  • Allows the President to circumvent the constitutional authority of Congress by allowing POTUS to reorganize the executive branch without oversight or accountability for a period of 10 years.

“The absurd measures included in the Senate HSGAC package are not just attacks on federal workers, but they also amount to organized corruption of the executive branch for personal and political gain,” said NFFE National President Randy Erwin. “Forcing workers to pay for the workplace rights they are guaranteed under current law is blatant union busting and extortion of public servants. If enacted, these policies will destroy the nonpartisan civil service, and the American people will suffer the consequences of having the public services they rely on dismantled.”

 

Take action now: Write your Members of Congress and tell them to oppose any legislation that includes these anti-worker provisions. Federal workers and the wellness of the country should not be used as a piggy bank to fund tax giveaways for the wealthy.
