Locality Pay Equity Act (H.R. 6422 /S. 3308)
Background Info
NFFE-IAM advocates for Federal Wage System employees earning fair pay alongside their General Schedule counterparts, a legislative issue that we have been fighting for for over 20 years. Some GS localities include several FWS wage areas. Thus, while everyone in a given GS locality receives the same annual raise, hourly workers in a given GS locality may receive vastly different base wages. NFFE is working hard in Washington to correct this injustice.
Important Update (10/11/2024): NFFE's efforts working with Senator Casey (D-PA) in the 118th Congress have led OPM to issue a proposed regulation which will align FWS and GS pay scales. The proposed regulation was formally issued on Friday, October 11th. You can read the full text here.
OPM will now allow comments from the public, which is a chance for NFFE members to voice their support and give their opinions as to why pay scale alignment is necessary. Comments should center around employees' experiences and about how workers are treated unfairly for the jobs that they do under locality pay area disparities for federal hourly wage earners versus salaried workers. Be sure comment before the period to do so closes, which is December 10th.

Even if the regulation is implemented, it will not be permanent, as a new White House administration unfriendly to labor could repeal it. That is why we need your support to pass the Locality Pay Equity Act (H.R. 6422 / S. 3308) to codify pay alignment into law.
Introduced by Sen. Bob Casey (D-PA) and Rep. Matt Cartwright (D-PA-8), the bill would put an end to the persistent wage disparities at Tobyhanna Army Depot and Letterkenny Army Depot by requiring the U.S. Office of Personnel Management (OPM) to pay FWS employees working at the same locations at the same rate as GS employees.
